  • chevron_rightWhat does the HOA Board do?
    The Setters Bay HOA board members meet monthly to discuss complaints, and make decisions for community projects (i.e. repairs, improvements, community involvement), plan annual/biannual member meetings, spring clean up, finances/budget, and enforce CC&Rs. Additionally, between monthly meetings, board members are continually communicating needs that require immediate attention (i.e. trash being dumped at the park, barking dogs, safety concerns, approvals for ACC applications).   • chevron_rightAre Board Members paid?
    No. The Board of Directors are Settlers Bay homeowners who volunteer their time to serve the community. 
  • chevron_rightWhat does the HOA manager do?
    Settlers Bay Owners Association, Inc. board members are responsible for making decisions and carrying out the wishes that reflect the homeowners in our community within the CC&Rs. The HOA hires a manager to implement the tasks required to operate the HOA. Some of these tasks include managing emails, phone calls, sending out letters of violation, arranging and securing locations for member meetings, managing resale certificates, communicating complaints or requests for approvals to board members, mail out newsletters, and requesting bids for repairs/improvements, just to name a few. With nearly 800 lots, the work is extensive. 
  • chevron_rightWhen are HOA fees due?
    Fees are due by June 30th each year. 
  • chevron_rightIs the HOA a nonprofit corporation?
    Yes, the HOA is a domestic nonprofit corporation but is not a 501c3.
     
    AS 10.20.920 (9) "nonprofit corporation" means a corporation no part of the income or profit of which is distributed to its members, directors, or officers.
  • chevron_rightDoes Settlers Bay have cluster boxes?
    Yes and No.
     
    Settlers Bay Unit 1 has some cluster boxes off of Mainsail. This was not installed by SBOA and we are not associated with those boxes (CBUs). You will need to contact them directly if you wish to set something up. 
     
    Settlers Bay Unit 2 does not have cluster boxes. Settlers Bay is considered a legacy neighborhood and has never received mail in the neighborhood. There was access to boxes at the top of the hill at one point, but the neighborhood has not been able to get boxes installed or a route established for 4 reasons: 1) easements and homeowners not wanting CBUs in front of their homes. 2) USPS has not established a route in the neighborhood. 3) Previous Board of Directors have not voted to have them installed on HOA property. 4) Legacy Subdivisions did not automatically get CBUs installed during development, whereas new subdivisions are opting to automatically install them. 
     
    The current Board of Directors has been looking into having them installed and will notify the homeowners of updates if any negotiations and votes have been finalized. *update* On 3/4/25 the Board of Directors passed a motion to install CBUs at the Park parking lot. Next steps are TBD. 
     
    As for now, homeowners' options for mail delivery include CBUs in neighboring subdivisions, P.O. Boxes, and UPS stores. 
  • chevron_rightWho do we contact if we have a complaint?
    Please utilize the "Contact Us" link in the sidebar menu. In some cases, you may have to submit an official form by mail. Here is the link to that form, which can also be found in the menu under Documents. 
     
    Additionally, the Standard Operating Procedures 2.b.iii. states: "Policing actions are directed to the first line of enforcement. I.e. Speeding, loud music, domestic violence etc. The State Troopers are to be called by the reporting individual first. Barking dog etc. Mat Su Animal Control. Street Maintenance - Call the Mat-Su Division of Roads and Transportation."

  • chevron_rightWho maintains the roads in Settler's Bay?
    Snow removal, potholes, easements, speeding, and road signs are managed by the Matanuska Susitna Borough. Direct your concerns to them if an issue arises. The HOA Board may receive complaints, and contact the borough as well, but ultimately, the borough is responsible for road maintenance and issues in the neighborhood. https://problemreporter.matsugov.us/

  • chevron_rightMy neighbor's dog is barking excessively. Who do I contact?
    The HOA CC&Rs address the type of animals and the limit of animals permitted. Excessive noise, barking, or other complaints related to an animal in the neighborhood is directed to the Matanuska Susitna Borough which can be found here.

  • chevron_rightWhy aren't there sidewalks?
    The neighborhood was developed in the 1970s. Road upgrades have not included them. However, in the most recent election in November 2024, PROPOSITION NO. 4 "Borough Transportation Systems Projects Bonds" passed and included a Settlers Bay Pavement Preservation project with an estimated cost of $2,700,000 and includes: pavement planing, paving, drainage improvements, guardrail, signing, and striping. They list the benefits as: Enhance pedestrian and vehicle safety, increase reliability of transportation system. 
     
    A date for this project has not been announced.
